Coming Up Next: Continued Conversation with Ret. Brig. Gen. Frances Mossman and the Greenwich/Hangzhou Sister City Relationship

I'll be resuming my conversation by phone with Retired Brigadier General Frances Mossman in Honolulu, Hawaii. Our topic for discussion is the recently signed sister city agreement between Greenwich, Connecticut and Hangzhou, China. We also discussed this agreement and the nuances of successful sister city relationships last week.


Mossman is the President and Founder of International Coordinated Systems LLC.  The unique approach developed and used by ICoord Systems enables businesses, government agencies and non-government organizations to achieve sustainable, optimum solutions for international conflict prevention, mitigation, resolution and management, offering a broad range of services to the international community through high-technology and advanced concepts and practices for the effective application of multi-cultural, non-adversarial dispute avoidance and resolution.  The results are coordinated planning and operations, better risk management, cost savings, achievable goals, and mutually profitable relationships.  

Mossman is a planning and policy consultant with forty-five years of combined experience in national security, defense, international relations and domestic programs at the city, county, regional, state and federal levels of government. She has worked with such eminent organizations as Rand Corporation and McKinsey and Company. 

After a long military career and assignments on the Air Staff in the Pentagon, Washington, D.C., Mossman retired from the U.S. Air Force as a Brigadier General. 

Both Greenwich and Hangzhou are seeking to open, nurture and expand social, cultural, educational and commercial ties with each other. Both municipalities are recognized finance centers. Our task is to help educate leaders in both communities and beyond about the opportunities for trusting and mutually profitable relationships. The potential is considerable.
